The Transit Workforce Center is pleased to host a curated collection of publications and other materials to assist stakeholders engaged in transit workforce development. The Resource Center includes case studies, training materials, research reports, and other materials of interest, including publications produced by federal government agencies, transit organizations, and independent research entities. Resources may be filtered by topic, resource type, and transit mode. This TWC blog post explains how to use the Resource Center.

We are continuing to update the Resource Center regularly. Please contact us via the Request Help menu option if you would like assistance using the Resource Center or are looking for resources on a particular topic. We also welcome suggestions of topics or specific resources to add.

Launching TC3: Foundational Skills for Today’s Transit Workforce

The Transit Core Competencies Curriculum (TC3) is a set of freely available course materials developed by transit organization subject matter experts from across the country. This webinar provides an overview of the full TC3 program, including its structure and key topic areas such as electrical, mechanical, computers, math, and industry awareness. It also explores how agencies can use the materials for onboarding, upskilling, and career pathway development.

ATTAIN Bus Operator Mentorship and Apprenticeship May Webinar

Panelists from Star Transit (TX), WeGo and ATU Local 1235 (TN), and NJ TRANSIT and ATU Local 819 each described their recent success in starting a bus operator mentorship program. These agencies offered unique perspectives and insights due to the relative size of their workforce and the different scales at which they operate. This webinar showed examples of programs with both represented and non-represented workers. TWC team members facilitated a panel discussion and an audience Q&A.

This report from the Urban Institute examines current conditions in the transit workforce and estimates how the workforce might change in the near future. The report compares transit jobs to those in similar industries in an effort to understand how agencies can make transit jobs more appealing. The report includes recommendations for transit agencies, including ways to show potential job candidates the benefits of a career in transit.

ATTAIN Bus Maintenance Apprenticeship Webinar – March 26, 2026

Searching for Accountability at Denver’s Transit Agency

As part of an analysis and report from an RTD Accountability Committee, the Eno Center for Transportation analyzed recent RTD data and initiatives relating to workforce recruitment and retention and conducted interviews with representatives of RTD and the Amalgamated Transit Union to gain an understanding of RTD’s current challenges and opportunities. This article summarizes findings from Eno’s and the Committee’s work, as well as linking to the full report and the appendix, which includes Eno’s report on Transit Worker Recruitment and Retention.
